Tom, Avani, and Jalaj are presenting a one-hour opening keynote session – “Legislative and Regulatory Updates: New Administration, New Direction” – as part of the 2025 Tampa Federal Government Contracting Forum on March 19 at 8:15 AM ET. They will discuss the latest executive orders, the impact of the Department of Government Efficiency (DOGE) on contracting, the National Defense Authorization Act (NDAA) for FY25, Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS) rules, Cost Accounting Standards (CAS) guidance, and other relevant reports.

Tom Reynolds, Partner
Tom is a forensic accountant and CPA with 20+ years of experience helping government contractors navigate the complex government contracting compliance rules and regulations. He has provided government contract accounting, auditing and advisory support to government contractors across numerous industries, including aerospace and defense, manufacturing, healthcare, construction, engineering, and professional services. Tom has presented contractors’ positions and facilitated negotiations with contracting officers, DCAA, DCMA, and other regulatory bodies.
Tom has supported government contractors in connection with business systems compliance assessments, DCAA/DCMA audit support, False Claims Act disputes, merger and acquisition due diligence and post-merger integration, and indirect rate modeling and analysis. Tom deals extensively with critical government contracting regulations and requirements, including the FAR, DFARS, and CAS.
Avani is a Certified Fraud Examiner with more than five years of experience in government contracts. She has performed accounting, financial, and economic analyses in various matters centered on cost, schedule, and damages, as well as other dispute and compliance-related issues, often within the context of the FAR. Avani has supported the calculation and evaluation of damages claims ranging from tens of thousands of dollars to more than $1B.

Jalaj Haryani, Senior Associate Consultant
Jalaj is a consultant and CPA who performs accounting, financial, and economic analyses for government contracting matters involving damages claims, investigations, and regulatory compliance, often within the context of the FAR and CAS. She has also provided litigation support, including data analysis and preparation of materials for expert reports and testimony, for various engagements.
