SPEAKERS
TOM KAPAPA, OPERATIONS DIRECTOR QATAR, HKA AND A MEMBER OF THE ACADEMY OF EXPERTS
Tom is a surveyor with 20 years of construction industry experience. He acts as both a delay and quantum expert and has been appointed on five occasions. Tom also acts as both an arbitrator and mediator and has taken the lead on a dispute adjudication board (DAB), as well as leading numerous claims negotiations. Tom specialises in delay and quantum issues for civil and building infrastructure and industrial works. He quickly unravels complex situations, by simplifying the key elements necessary to solve issues, before reaching a formal dispute process.
Tom has a broad construction background, working as both a site manager and surveyor on a variety of projects across the Africa, the Middle East and the UK. His diverse sectoral experience ranges from major city developments (including high-rise tower buildings and leisure developments), road and motorway construction, rail and station construction, and major structural steelwork to water, wastewater and infrastructure drainage, power station construction, oil and gas development, LNG complex development, and mechanical and electrical infrastructure.
Tom is a member of the Royal Institution of Surveyors (RICS), Qatar country representative on the Dispute Resolution Board Forum and an Academy of Experts certified quantum expert. He acts as an assessor for RICS in the Middle East and provides training and mentoring for quantity surveyors and contact administrators in Qatar.
PAULA BOAST, PARTNER AND HEAD OF CONSTRUCTION ENGINEERING & PROJECTS FOR THE MIDDLE EAST, CHARLES RUSSELL SPEECHLYS
Paula is Head of Construction Engineering & Projects for the Middle East Region. Based in Bahrain since 2009, she specialises in construction projects throughout the region, in particular Bahrain, Oman and Qatar. Her extensive experience includes real estate and development, regeneration, infrastructure and utilities, hotels, leisure and tourism, residential, industrial and commercial, education and healthcare, both in the private and public sectors. Paula acts on behalf of government and regulatory clients including Ministry of Works, project employers and developers, lenders and investors, contractors, subcontractors and consultants.
Projects Paula has worked on include Shangri-La Oman, Bahrain National Assembly, Durrat Al Bahrain, Doha Convention Center, Bahrain Bay to include Four Seasons Hotel, Riffa Views, Diyar Al Muharraq, Bahrain Airport, King Abdullah Medical City, Education City Doha, Lusail Doha, Investment Gateway Bahrain and Reef Island. Paula also assisted the Bahrain Ministry of Works in the drafting and publication to market of its first ever Standard Suite of Construction Contracts (2009 Edition) based on FIDIC forms.
Paula is admitted to practise in England and Wales.
