Feras Al Roumani is a civil engineer with nearly 30 years of experience. He has been appointed as a delay expert and has assisted the named expert on several occasions.
Feras has been an expert at arbitration under the ICC. He has also been the lead delay assistant in various arbitration cases across the Middle East, supporting the expert on forensic delay analysis, meeting with counter experts, drafting reports, and attending hearings.
Feras has a background in civil engineering, project management, project control, and contract management. His experience covers high-profile projects throughout the Middle East and Africa, including nuclear power plants, oil and gas installations, hospitals and medical facilities, airports, bridges, mixed-use developments, and high-rise towers.
Feras specialises in forensic retrospective delay analysis in high-value construction and engineering disputes. His expertise covers contractual claim preparation for employers and contractors, evaluating contract documents and project correspondences, and analysing disputes caused by delays, change orders, and variations.
Feras is a Certified Expert Witness by the Royal Institution of Chartered Surveyors and a Certified Planning and Scheduling Professional by the Association for the Advancement of Cost Engineering. He is dual-qualified with a master’s in project management and construction law. Feras is a member of the Chartered Institute of Arbitrators, the Chartered Institute of Building, the Society of Construction Law, and the Institute of Civil Engineers.
