Victor Ageev is a project management professional with over ten years of experience. He has been appointed as both a quantum and a delay expert and has assisted the named expert on many occasions.
Victor has prepared evidence for use in adjudication proceedings in Australia under the security of payment legislation. He has led analysis and drafting in support of the named expert in domestic litigation in State Supreme Courts (VIC and WA), domestic arbitration (under ACICA), and international arbitration (ICC and SIAC) on matters with disputed values of up to $500 million.
Victor has a background working with major contractors on large engineering projects, including providing claims support and commercial advice. He has a proven track record as a project controls manager with experience developing and maintaining project management procedures and automated reporting. Victor has experience across multiple jurisdictions, including Australia, the Philippines, and the Republic of Korea. His project experience includes commercial buildings, mining infrastructure, civil infrastructure, oil and gas processing facilities, offshore drilling and processing facilities, power generation, rail infrastructure, and rolling stock manufacture.
Victor specialises in forensic delay analysis, assessing prolongation costs and disruption (including measured mile and earned value analysis), and evaluating variations. He has also performed quantum assessments of rectification of pipework and steelwork, rectification of coating and insulation, and the cost impact of alternative contractual arrangements.
Victor holds bachelor’s degrees in geotechnical engineering, law, and information technology. He is a member of the Chartered Institute of Arbitrators and the Society of Construction Law. Victor has collaborated on multiple occasions with the Australian Centre for International Commercial Arbitration, performing research on the use of expert evidence in international arbitration. He frequently appears on industry panels and presents on topics including disruption, delay analysis methodologies and delay costs, and concurrency.
