Domenico conducts investigations, reviews, and comprehensive analyses of safety assurance and culture, best practices, regulatory compliance, and performance-based regulation within the aviation industry. He has prepared expert reports and provides support with expert testimony.

Domenico’s expert work focuses on providing opinions on aircraft and component certification, analysing regulatory issues arising from breach of contract, evaluating regulatory non-compliance, conducting reviews of safety oversight activities, and conducting post-restructuring reviews. He also assists with the development of policies to comply with international standards pertaining to the use of safety data as evidence in civil and criminal proceedings.

Domenico has held a senior management role with the UK Civil Aviation Authority, where he was responsible for developing a regulatory strategy and updating oversight of the industry to include performance evaluation. He has experience as an aviation lawyer in California, where he handled disputes, including trials, settlement negotiations, discovery, and commissioning.

Domenico holds a management certificate in civil aviation, a law degree, and is a member of the Law Society of California. He has delivered training to the General Counsel of State Aviation Regulators through the International Civil Aviation Organization Legal Committee.
