On January 26, 2023, the U.S. Department of Defense (DoD) released its Small Business Strategy report. The January 26th report emphasizes the critical role that small businesses play in supporting DoD initiatives by spurring innovation and providing increasingly diverse capabilities. At the same time, the report acknowledges that small businesses face certain obstacles and barriers to entry, including complex regulations and “confusing points of entry into defense markets,” leading to a reduction in the number of small businesses participating in the Defense Industrial Base by nearly 40% over the past 10 years. To address these challenges, DoD established three primary objectives as part of its Small Business Strategy:

• Implement a unified management approach for small business programs and activities;
• Ensure DoD’s small business activities align with national security priorities; and
• Strengthen DoD’s engagement and support of small businesses.
