Airport Pavement Management Survey

Support programme to update, map and survey pavement conditions and management process across 85 airports

Brief

Augment the Caltran’s Division of Aeronautic’s team with commercial, planning and programming expertise, an extension of services provided under the 2006 APMS contract.

What we did

  • Performed comprehensive pavement inspection visits at the 85 airports throughout California.
  • Managed the collation of data from each airport owner on airport construction works, pavement performance and maintenance practice.
  • Upgraded the current pavement maintenance database, whilst updating pavement management systems to include linkage of revised airport layouts and global position system (GPS) data with the Division of Aeronautics geographic information system (GIS).
  • Developed a matrix of cutting edge maintenance/rehabilitation treatments which simplified implementation of rehabilitation strategy.
  • Developed a flexible state and federally compliant report still customisable by each airport manager.
  • Delivered pavement distress surveying and software training to both office and field (pilots) staff.

Outcome

Additional confidence in APMS systems from the upgrade and review of data collection processes ensuring ongoing compliance with the FAA mandate. Improved rehabilitation strategy achieved via system upgrades and training for both office and field (pilot) staff.

California Department of Transportation (Caltran)’s Airport Pavement Management Survey (APMS) is designed to provide federally mandated pavement inventory and condition data relating to 85 general aviation airports to the Federal Aviation Administration (FAA).
