Industry capacity and capability assessment
Waka Kotahi NZ Transport Agency is designing and developing an Integrated Delivery Model (IDM), which, from early 2025, will be rolled out to replace the Network Outcomes Contracts (NOC) for the full scope of the state highway maintenance works in New Zealand.
The IDM will enable NZTA and the road maintenance sector to become more efficient and coordinated in the delivery of corridor-level improvements. At the heart of the new model is the aim to simplify commercial and delivery mechanisms to focus road maintenance requirements on outcomes that deliver value to New Zealanders.
Brief
Recognising the critical role the supply chain has in delivering the IDM, combined with challenging market conditions alongside government prioritisation, NZTA required an uplift in supply chain intelligence to understand industry capacity, capability and appetite. The intelligence would enable NZTA to effectively manage supply chain risk and understand market impactors to mitigate potential risks to the upcoming procurement and subsequent delivery of their future pipeline of Maintenance and Capital works.
What we did
HKA worked in close collaboration with NZTA to actively engage its supply chain. The scope of this engagement comprised of the following components:
- An initial supply chain maturity assessment to understand the current state
- A market-sounding questionnaire to test critical success factors and ‘warm’ the market
- Industry analysis and report outlining key market forces and players
- A series of strategic supplier 1:1 meetings to gain further qualitative detail
- Regional supply chain mapping obtaining a view on capacity and capability
- A bitumen key commodity analysis and mapping from production to delivery.
Outcome
The components were consolidated and presented in a final workshop with key findings, recommendations, and next steps to optimise supply chain and IDM outcomes.
