Transport Value for Money Review
This Transport Ministry is responsible for developing guidance for investments made through the country’s national fund. Delivered in the form of a Government Policy Statement (GPS), the guidance is informed by a series of strategic transport objectives for delivering inter-generational well-being for all.
Brief
To maximise the effectiveness of this investment, the Transport Ministry commissioned a review to optimise the way in which value for money is defined, evaluated and monitored in the GPS.
What we did
We reviewed the Transport Ministry’s current value-for-money framework and went on to make strategic recommendations to achieve the GPS’s desired outcomes.
The review involved:
- Assessing the historical context and current approach to value for money employed in the previous GPS
- Reviewing applicable international frameworks for defining, evaluating and managing value for money
- Conducting workshops with key stakeholders to gain insight into the practical application of value-for-money assessments, the challenges, and opportunities for improvement
- Redeveloping the value-for-money framework and incorporating its key concepts into the new GPS
- Developing a high-level implementation plan to guide the Transport Ministry in embedding the new framework in practice.
The value-for-money framework incorporates international best practice and lessons from the industry.
Outcome
We developed a new framework for identifying, evaluating and monitoring value for money delivered through transport programs and projects. The framework incorporates international best practice and lessons from the industry to overcome common challenges in delivering value for money against strategic outcomes.
Our consultation with stakeholders to inform the review was significantly constrained due to competing demands on Government employees as they responded to COVID-19. To accommodate this, HKA devised a methodology for accelerating the development of the new framework through desktop analysis and consultation with selected Transport Ministry people.
We were able to overcome the constraints and meet the GPS deadlines.
