Dr Christopher Decker is a regulation and competition economics expert with over 25 years of experience. He has been appointed as an expert or advisor on over 40 occasions and has prepared over 100 expert reports and technical studies.
Christopher has testified in proceedings before the International Centre for Settlement of Investment Disputes, the International Chamber of Commerce, the European Court of Justice, the General Court of the European Union, the UK Supreme Court, the Scottish Court of Session, the Irish High Court, and the Competition Appeal Tribunal. He has also submitted evidence in judicial and regulatory proceedings in Europe, Asia, Latin America, the USA, Australia, and New Zealand. Christopher has also been engaged as an expert in market investigations and numerous access and regulatory disputes.
Christopher’s work has directly influenced policy in several industries and countries. His experience covers the full spectrum of contentious and advisory issues in the infrastructure industries (including gas, electricity, water, aviation, rail, and communications), digital and high-tech markets, intellectual property, broadcasting, pharmaceuticals, manufacturing, and financial services. Christopher is the author of a leading textbook on economic regulation (Modern Economic Regulation, Cambridge University Press, 2nd edition 2023) and has published in antitrust, regulation, and economics journals.
Christopher has acted as an expert in several pioneering matters, including arbitrations involving awards of $1 billion and judicial proceedings involving criminal penalties and fines of over €1 billion. He has served on expert and specialist advisory panels, including the UK Competition and Markets Authority, Australian Competition and Consumer Commission, UK Better Regulation Network of Experts, UN Global Water Partnership, International Water Association, Civil Aviation Authority, Australian Energy Market Commission, UK Office of Gas and Electricity Markets and Irish Commission for Energy Regulation. He has advised leading private companies, international organizations (World Bank, OECD, APEC, European Commission, European Parliament, and European Central Bank), infrastructure commissions, and regulators.
Christopher holds degrees in economics from the University of Melbourne and a D.Phil from the University of Oxford, where he remains affiliated as a Research Fellow. He is the editor of a weekly update on new economic papers on regulation.
