Rocco is a civil engineer with more than 40 years of construction industry experience. He has been appointed as expert on 25 occasions in delay, quantum and technical matters.

Rocco has testified on 15 occasions in litigation, arbitration and mediation and has delivered 15 sworn depositions. He is qualified as a construction expert in the areas of general construction, change order evaluation, delays and damages, estimating, evaluation of construction manager and contractor performance, and provides post-accident, personal injury evaluation of the roles and responsibilities of project parties in federal and state court. In addition to preparation of expert reports and trial testimony, Rocco has drafted interrogatories, prepared questions for depositions and cross examination, and developed trial exhibits.

Rocco has directed and performed all types of analyses related to claims, including contractor and construction management performance delay, disruption and inefficiency, as well as assessing responsibility for contract changes and calculated damages. He is a skilled negotiator and works with parties to both resolve and avoid disputes during construction and following project completion.

Rocco’s background includes 20 years as a general and concrete contractor followed by more than 20 years as a claims consultant. His construction projects range from transportation, roads and bridges, manufacturing plants, power plants, chemical and petrochemical to varied buildings projects including municipal, hospital and medical, hotel, gaming, educational, parking structures, shopping centres, casinos, as well as commercial and residential buildings. Rocco has also provided owner representation and construction management services for many public and private owners.

In 2010, Rocco was inducted as one of 49 fellows of the Construction Management Association of America (CMAA) for his “contribution” and “long term commitment to the construction management profession”, and he has served twice as president of their Mid-Atlantic Chapter. He is a respected course author and instructor with over 20 years of experience in developing and presenting technical courses, seminars, and webinars. Topics include project management, claims avoidance, scheduling, and damages for varied contractors, the National Highways Institute (NHI), Lorman Education Services, and the CMAA. He is an NHI certified instructor and he has previously taught the National Transit Institute (NTI) Management of Transit Construction course. He also co-authored a McGraw Hill textbook, Construction Estimates: From Take-off to Bid.
