Stephen has given more than 50 hours of expert testimony in international and domestic arbitration (including at the ICC and SIAC), litigation, and conciliation in jurisdictions across Australia, Hong Kong, Philippines, Singapore, and Taiwan. He has prepared numerous expert reports on disputed projects with values of up to AUS$ 1.4 billion.
Stephen has a background in mechanical and electrical quantity surveying and has extensive knowledge regarding cost management and change valuation. His project experience covers commercial developments, hospitals, roads, railways, airports, tunnels, oil and gas platforms, FPSOs, shipbuilding, submarines, LNG plants, subsea and onshore pipelines, mining facilities, power plants, water treatment plants, desalination plants, petrochemical plants, nuclear facilities, defence projects, pharmaceutical plants, solar projects, and marine civil projects.
Stephen specialises in forensic delay analysis, analysis of prolongation costs, overheads, profit, labour and plant inefficiency costs (including measured mile analysis and earned value analysis), valuation of change orders and variations, reasonableness of tender prices, and cost of engineering design effort. He has been appointed as an expert across various industries including oil and gas, rail, infrastructure, mechanical and electrical installations, mining, and general commercial developments.
Stephen holds degrees in quantity surveying and law and is an RICS accredited expert witness. He is a fellow of the Chartered Institute of Arbitrators and a member of the Royal Institute of Chartered Surveyors. He frequently lectures on subjects relating to the preparation and assessment of construction claims, delay analysis methodologies, and methods of evaluating the impact of change on resource efficiency.
