Government Contracting and Forensic Accounting expert Chelsea Cullum rejoins HKA as a Partner in Washington, DC

HKA is excited to announce that Partner Chelsea Cullum has rejoined its Government Contracting practice in Washington, DC.
Chelsea brings over 15 years of experience advising clients on complex cost and pricing issues, government contract compliance, and dispute resolution. Her areas of specialty include forensic accounting and economic damages analysis related to U.S. government contracts.
In addition to providing litigation support to clients, Chelsea has given expert testimony on damages and government contracts cost and pricing issues before various courts and Boards of Contract Appeals. Her expertise in government regulations and statutes encompasses the Federal Acquisition Regulation, Cost Accounting Standards, False Claims Act, and Truthful Cost or Pricing Data statute (formerly known as “TINA”).

Chelsea’s work includes developing and analyzing certified claims and requests for equitable adjustment, conducting cost realism analysis in bid protests, supporting contractors in terminations for convenience, conducting investigations related to alleged fraud and defective pricing, and advising contractors on compliance and government audits. She has calculated and rebutted damages claimed in False Claims Act and Anti-Kickback Act matters and assisted with Service Contract Act and Davis-Bacon Act compliance and labor mapping issues.
Chelsea also has significant commercial litigation experience, focusing on economic, financial, and accounting analyses. She has quantified damages and provided expert testimony in breach of contract and other commercial disputes.

Chelsea earned a B.S. in Commerce from the University of Virginia, with concentrations in finance and international business, and is a Certified Management Accountant and Certified Fraud Examiner. She has also served as an adjunct professor at the George Washington University School of Business, where she developed and taught the course Pricing and Cost Issues in Government Contracts.
