Victor Ageev and Mark Boehm join HKA’s Construction Claims and Expert Services team in Australia

HKA, a global consultancy providing expert services, claims management, and dispute resolution for the construction, engineering, and project sectors, is excited to announce the appointment of Victor Ageev, Principal, and Mark Boehm, Associate Director, to its Construction Claims and Expert Services team in Australia.
Victor and Mark will work alongside esteemed Experts Stephen Rae and Chris Clark in the Perth office, as part of the broader International team of Experts.
Victor brings a wealth of expertise and experience to HKA, having built a distinguished career as a project expert across the construction, mining, power generation, and oil and gas industries. He specialises in formal dispute resolution, with expertise in delay and quantum analysis, and has worked on high-profile projects throughout Australia, the Philippines, and South Korea. His extensive experience includes providing independent expert opinion for use in dispute resolution, claims preparation and defence, commercial management, and project controls management.
Victor holds a Bachelor of Engineering in Mining and a Bachelor of Laws from the University of Western Australia, and a Bachelor of Information Technology from the Royal Melbourne Institute of Technology. He also completed a Graduate Certificate in International Arbitration Practice from the College of Laws and holds a Certificate in Quantity Surveying from the Royal Institution of Chartered Surveyors. Victor is a member of the Chartered Institute of Arbitrators.
Mark also brings significant experience on major projects, including power generation, mining and resources, as well as commercial and luxury residential construction. He uses skills in data analysis and contract interpretation to provide strategic advice to contractors and clients on major projects. His experience includes preparing quantum and delay expert reports for use in arbitration and litigation.
Mark holds a Bachelor of Construction Management, Trade Certificate, Diploma of Building and Construction, and will complete a Master of Laws in Construction Law & Practice in 2025. He is a Registered Building Practitioner with the Department of Energy, Mines, Industry Regulation and Safety in Western Australia.
