Hilal has testified as a delay expert witness under the rules of the Abu Dhabi Commercial Conciliation and Arbitration Centre. He is a RICS certified expert witness and has provided expert support in litigation, arbitration, and alternative dispute resolution.

Hilal specializes in identifying and quantifying delays and their broader impacts on project delivery and financial performance. He has provided expert opinion for disputed matters regarding termination, extension of time, and concurrent and culpable delays for a variety of developments.

Background

Hilal has extensive experience in live project contract management including tendering, cost control, pre and post contract tasks, and claims preparation. He has managed large-scale projects across various sectors in the Middle East and Asia.

Hilal is dual qualified in engineering and construction law and bilingual in Arabic and English. He holds an advanced professional award in forensic delay analysis in construction (master’s equivalent level) and is a certified planning and scheduling professional. He is a member of the Royal Institute of Chartered Surveyors, the Chartered Institute of Arbitrators, the Association for the Advancement of Cost Engineers International, the Lebanese Order of Engineers and Architects, and the Institute of Construction Claims Practitioners.
