His work has included preparing forensic delay analyses and expert reports, helping named experts prepare for deposition and testimony, developing courtroom demonstrative exhibits, and assisting counsel with cross-examination strategy on complex construction disputes of up to $1.6 billion.

Javier specializes in providing effective delay quantification and causation demonstration services. He has expertise performing and evaluating all commonly-used delay analysis methods to provide objective and evidence-based analysis of time-related issues and impacts.

Background

Javier provides construction advisory services to clients, including CPM schedule development and schedule monitoring to identify and address emerging risks before they can negatively impact the project. Earlier in his career, Javier established and led a new division dedicated to advanced laser scanning and modelling of as-built conditions for a construction and building information technology firm. He developed the field and office workflows, introducing processes to capture precise existing conditions, identify conflicts between design intent and site reality, and quality checks that improved coordination on complex building projects.
