Oguzhan Cinar is a civil engineer with over 10 years of experience. He has been appointed as a quantum and delay expert and assisted the named expert on 15 occasions.

Oguzhan has acted as an expert in litigation and international arbitration proceedings, as well as a lead assistant in construction disputes. He has prepared expert reports on disputed projects with values of over $1 billion.

Oguzhan is engaged for both delay and quantum matters. He has expertise in delay analysis, application of various delay methodologies, as well as assessing in prolongation, disruption, final account, and abortive costs.

Background

Oguzhan has hands-on experience as a civil and cost engineer on construction and infrastructure projects in Qatar, Tanzania and Turkey. He has assisted clients in addressing global settlement issues, conducting financial reporting, implementing earned value analysis, and managing activity and source-based progress and budgeting.

Oguzhan holds a master’s in construction project management, a bachelor’s degree in civil engineering, and an advanced professional award in expert witness evidence. He is a fellow of the Chartered Institute of Arbitrators, a member of the Chartered Institute of Building, and sits on the audit board and the academic and publications committee of the Society of Construction Law Turkey.
