Brief

A former oil terminal in the Europe was entering a complex phase of its development. The site identified significant volumes of hydrocarbon- and PFAS-impacted soils, across the area. Off-site disposal was not an option, as there were no suitable landfills nearby, and the logistics of transporting such material were prohibitive. This created a requirement for innovative, risk-based solutions to manage contamination within the site’s narrow confines.

Adding to the complexity, the site was situated near sensitive ecological receptors and was subject to close regulatory scrutiny. Multiple parties were involved, and the client, the operator, sought rigorous technical oversight to ensure best practice, regulatory compliance, and cost-effective delivery. HKA’s role was to provide independent oversight and undertake detailed evaluation of the contaminated material to identify viable management strategies that avoided landfill disposal while maintaining safety and environmental integrity.

To address the complexity of this project, HKA deployed a multidisciplinary team, combining environmental science, regulatory expertise, and commercial insight.

  • Environmental and Regulatory Oversight: HKA’s environmental and risk assessment specialists peer reviewed all contractor-generated reports, ensuring technical accuracy and compliance with regulatory expectations. We provided strategic advice on environmental liabilities and risk management throughout the process.

  • Commercial and Technical Evaluation: HKA’s quantum experts assessed cost implications and technical feasibility of remediation methodologies. We also incorporated carbon footprint calculations to support sustainable decision-making.

Outcomes

This integrated approach ensured that every aspect of the project, from technical risk assessment to financial viability, was scrutinised and optimised, enabling the client to proceed with confidence under intense regulatory oversight.
