Paul Jolly is a Chartered Architect with over 20 years of construction industry experience. He has been appointed as a technical expert nine times.
Paul got into the detail of the case very quickly and identified areas for further enquiry. He is a calm, measured and extremely detail-oriented expert. He offers a concise analysis that reflects the range of opinion within the profession.
Paul has assisted the named expert on numerous occasions in report writing and undertaking forensic analysis on professional negligence claims involving external cladding, fire safety compliance, and construction defects. He has acted as a named expert in adjudication proceedings and has produced expert reports for disputed projects with values in excess of £200 million.
During his 20 years in architectural practice, Paul worked across all stages of project delivery. This included client briefing, concept design, planning applications, technical specifications, regulatory compliance, and technical reviews. He has been responsible for the delivery of several national award-winning schemes across a variety of sectors including performing arts venues, education facilities, commercial offices and mixed-use developments on sensitive urban sites. Paul has extensive experience of site inspections, client handovers and post occupancy surveys. He has worked alongside several major contractors on projects valued up to £98 million under both traditional and design and build forms of project procurement.
Paul specialises in the forensic analysis of design and construction defects, including those relating to fire safety. He is also well versed in opining on disputes concerning design responsibility, scope splits and coordination issues involving multiple parties on complex projects.
Paul is registered with the Architect’s Registration Board and is a member of the Royal Institute of British Architects, the Chartered Institute of Arbitrators, the Society of Construction Law and the King’s College Construction Law Association. He is also an associate member with the Academy of Experts. Paul holds a master’s in construction law and dispute resolution and has completed an advanced professional award in expert witness evidence (APAEWE). He also acts as a visiting professional examiner at the University of Westminster on their course in architectural professional practice (RIBA Part III).
