HKA announces eight Partner promotions and senior appointments across the firm

HKA has announced the promotion of eight colleagues to Partner across its Americas and International regions. The appointments reflect the firm’s continued focus on client delivery across its global service lines.
The firm also celebrated colleagues moving into the role of Managing Director, alongside promotions across its service lines and support functions, reflecting its continued investment in its people and their career progression.

Brad Dragoon | Forensic Accounting and Commercial Damages
New York, United States
Brad Dragoon is a Certified Fraud Examiner and Certified Anti-Money Laundering Specialist with 15 years of experience in financial crimes investigations and business intelligence. He has led complex investigations in response to government inquiry, criminal prosecution, litigation, and internal audit findings, and has conducted cross‑border asset tracing and reputational due diligence to support judgment enforcement and capital markets transactions. Brad advises clients on anti‑money laundering, anti‑corruption, sanctions and export controls, and financial crime prevention.
Haitham Khaireldin | Construction, Claims and Expert Services
Dubai, United Arab Emirates
Haitham Khaireldin is a qualified engineer and a Chartered Quantity Surveyor with 20 years of experience in construction, project planning, consultancy, and dispute resolution. He is a testifying, accredited delay and quantum expert witness with civil engineering, quantity surveying, and legal backgrounds. He has experience as a party‐appointed expert in arbitration and as an expert in litigation and has given written and oral evidence to the arbitral tribunal and been cross‐examined by counsel.
Haitham has been appointed by the Court more than 200 times as an Expert. He is named in the Lexology Index: Construction – Future Leaders – Experts 2025; Experts – Construction – Quantum Delay & Technical – Future Leaders; and Commercial Litigation – Expert Witness – Recommended.

John Polcari is a forensic accountant with over 15 years of experience in the U.S. government contracts compliance industry. John assists clients with various government contracting regulatory compliance issues. His clients range from startup businesses to multi-billion-dollar organizations, including, but not limited to, service providers, consulting, engineering, information technology, cybersecurity, construction/infrastructure, and healthcare.
John has extensive experience dealing with contractor issues related to Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS) compliance. John’s experience includes working closely with internal and external counsel on privileged and confidential matters in forensic accounting and general litigation support.
Olesya Prantyuk | Forensic Accounting and Commercial Damages

Olesya Prantyuk is a trilingual Chartered Certified Accountant with more than 15 years’ experience in finance and accounting, including over a decade in disputes. She advises on forensic accounting and commercial damages matters and has a particular strength in matters involving emerging markets and Central and Eastern Europe. Paul Jolly is a Chartered Architect and Fellow of the Royal Institute of British Architects with more than 25 years of construction industry experience. He provides technical expertise on professional negligence matters and undertakes forensic investigations into design and construction defects. He has been appointed as a technical expert on more than 40 occasions opining on matters relating to building safety, external envelope performance, water ingress and regulatory compliance.
Ryan Hart | Forensic Accounting and Commercial Damages

Ryan Hart is a Certified Public Accountant with 10 years of experience in forensic accounting and economic damages consulting. His work includes commercial damages, economic and accounting analysis, and government contracting matters. He has testified as an expert and authored expert reports on topics including economic damages and Generally Accepted Accounting Principles. Ryan has led the development and assessment of damages claims, including lost profits, increased costs, diminution of value, unpaid invoices, purchase price disputes, terminations and other economic damages.
Sean Gard | Forensic Accounting and Commercial Damages

Sean Gard has 10 years of experience in forensic accounting and economic damages consulting. He has led the development and assessment of damages claims, including the quantification of lost profits, unjust enrichment, reasonable royalties, and restitution resulting from intellectual property infringement, antitrust, unfair competition, and breach of contract, and he also has significant experience in matters involving SEPs and FRAND licensing issues.
Sean has consulted on matters before US state and federal courts, the International Trade Commission, and the High Court of Justice (England and Wales).

Tyler Donnelly is a Certified Public Accountant with more than 14 years of accounting and consulting experience. He has qualified as a forensic accounting expert, served as the named expert in a wide range of financial disputes, and provided expert witness testimony in U.S. state and federal courts, including in criminal grand jury proceedings. Tyler specializes in financial analysis, forensic accounting, and claims valuation, with a focus on complex commercial damages, lost profit calculations, and construction quantum damages.
