HKA appoints Ross Carlyle as a Construction, Claims and Expert Services Director in Riyadh
HKA is delighted to welcome back Ross Carlyle as Director in our Riyadh office, further strengthening our Construction Claims and Expert (CCE) offering in Saudi Arabia and wider Middle East region. His appointment enhances our growing capability and reinforces our commitment to delivering exceptional support to clients across the region.
Ross specialises in quantum analysis, expert services, claims preparation and assessment, arbitration support, expert determination, contractual and commercial advice, and construction dispute resolution. He has advised contractors, employers, and legal teams across complex infrastructure, energy, buildings, and industrial projects throughout the Middle East, Africa, Europe, and Asia.
Ross’s experience includes the preparation and assessment of claims relating to prolongation, disruption, variations, termination, unpaid sums, and financial loss. He has also prepared expert reports, claims submissions, and strategic dispute advisory services.
Ross’s return to HKA reflects our continued investment in servicing clients in the Kingdom. His expertise and market knowledge make him a valuable addition to our team.
Ross has acted as a Quantum Expert, lead assistant, and sole assistant on numerous expert appointments, including party-appointed expert commissions, expert determinations, and arbitrations. He has been cross-examined in arbitration proceedings and has experience in managing arbitrations from dispute initiation through to hearing and award, including coordination with counsel, experts, and client teams in both ICC and ad hoc proceedings.

Ross holds a Master of Laws (LLM) in Construction Law and Arbitration from Robert Gordon University. He is a RICS Registered Expert Witness, a Chartered Building Surveyor, and a Member of the Chartered Institute of Arbitrators and the Royal Institution of Chartered Surveyors.
