​​Mark Sanders and Mohamed ElShazly strengthen HKA’s Construction Claims and Dispute Resolution Practice across North America​ 

Mark Sanders, Managing Director 

Mark joins HKA with more than 25 years of experience spanning construction, engineering, project controls, and dispute resolution. Widely recognized for his expertise in construction claims and forensic schedule analysis, he has advised clients on delay, disruption, productivity loss, scope growth, changed conditions, contract amendments, and project performance.  

His experience spans the building, transportation, energy, water, and infrastructure sectors throughout North America and internationally. He has led and advised on projects valued at up to $800 million across a wide range of delivery models, specializing in project controls, risk management, and claims analysis. 

Mark has also prepared expert analyses and reports and provided testimony in arbitration, dispute adjudication board proceedings, depositions, mediation, and trial matters involving some of the industry’s most challenging construction and infrastructure projects.

Mark holds a Juris Doctorate from William Howard Taft University Law School as well as a Master of Civil Engineering and a Bachelor of Civil Engineering from Villanova University. He is a licensed Professional Engineer in multiple states, a member of the State Bar of California, and holds several certifications, including Certified Cost Professional, Planning and Scheduling Professional, Certified Forensic Claim Consultant, and Project Management Professional. 

Mohamed ElShazly, Director 

Mohamed brings more than 18 years of experience advising clients on construction claims, delay analysis, project controls, dispute avoidance, and commercial risk management. His work spans major Canadian infrastructure programs, including transit, highways, bridges, nuclear facilities, and P3 projects, as well as multi-billion-dollar developments throughout the Gulf Cooperation Council region, including the giga-scale expansion of the Masjid al-Haram complex in Saudi Arabia. He has supported renewable energy, utility, port, and oil and gas projects, and has assisted clients with complex claims evaluations, extension of time assessments, project recovery initiatives, and dispute resolution matters. 

Mohamed has played key roles in developing project controls frameworks, recovery strategies, and change management processes, helping organizations improve project visibility through schedule performance measurement, forecasting, reporting, and risk management. His expertise enables clients to translate complex project data into clear, defensible analyses that support successful project outcomes.

Mohamed ElShazly, Director

Mohamed holds a Master of Laws in Construction Law and Arbitration and Adjudication from Robert Gordon University and a Bachelor of Science in Mechanical Engineering from Alexandria University. He is a Project Management Professional, Planning and Scheduling Professional, and holds an Expert Witness Certificate from the Royal Institution of Chartered Surveyors.
