Lynne has testified at arbitration and mediation including giving concurrent evidence. She has conducted the contract entitlement and schedule delay analysis for multiple claims by owners and contractors.

Background

Lynne is a planning and scheduling professional who began her career in her family’s Associated General Contractors (AGC) business. This led her to direct project controls for an ENR Top 400 general contractor. On behalf of several owners, she has directed project planning, coordinated and managed a team of design professionals, and conducted entitlement negotiations with federal, state, and local agencies. Her public works background includes expertise specific to rail transit, environmental permit compliance and mitigation requirements, with particular knowledge of wetlands and habitat restoration. Her project experience ranges from commercial building to full scale land development. Lynne is a popular speaker and effective team builder.

Lynne serves the General Services Administration as a Construction Peer in the Design and Construction Excellence Program She holds a certificate in mediation from the National Dispute Resolution Center and is a member of the California State Bar.
