Expertise

Thomas Shearn is a Chartered Quantity Surveyor with nearly 20 years of experience. He has been appointed as a quantum expert twice and has supported the named expert on nine occasions.

Thomas has assisted in a range of transportation and manufacturing related disputes in litigation and international arbitration. He has been engaged as an expert for matters in adjudication and has prepared expert reports on disputes with values of up to £4.1 million.  

Thomas has expertise in assessing variations, prolongation costs, subcontractor delay and disruption, opinion on causation, and alternative figure assessment. His expert appointments have included adjudications for both a hotel development dispute and an assessment of the replacement services at a manufacturing facility.

Background

Thomas has experience working with main contractors, subcontractors, and consultancies in the aviation, defence, highways, petrochemical, and water industries. He is knowledgeable in the majority of standard forms of construction contracts, including NEC, JCT, and FIDIC, as well as bespoke contracts.  

Thomas holds master’s degrees in both construction law and arbitration and quantity surveying and commercial management. He is a RICS certified expert witness and has undertaken the advanced professional award in expert witness evidence. He is a practising associate of the Academy of Experts and a member of the Royal Institution of Chartered Surveyors, the Society of Construction Law, and the Adjudication Society.
