King Faisal Specialist Hospital & Research Centre (KFSHRC) – Business Case
King Faisal Specialist Hospital & Research Centre in Riyadh is undergoing a SAR1.7bn transformation program between 2017-2021. It requires support to establish and run the programme, helping with governance, project design, master planning and business case development.
What We Did
The KFSHRC steering committee engaged HKA to develop both a full and light business case based on the available business case documentation. Following the successful delivery of the business case, HKA was further engaged to provide advisory services in relation to the delivery of various business initiatives by placing three full-time secondees on site.

The Easing Sydney’s Congestion Program Office (“ESCPO”) delivers projects to manage and mitigate congestion on Sydney’s road network and modernise it, to better cater to existing customers, as well as prepare for future growth. The King Georges Road Widening project (“KGR Widening project”) is part of ESCPO’s $300 million Gateway to the South Program, which was instigated by the NSW Government to improve the efficiency of transport flows between Sydney and the Illawarra, through the southern Sydney region.
What We Did
HKA was initially appointed to lead planning and development of the project up to and including the strategic business case. Upon approval and successful investment assurance of the busines case, we were engaged to lead continued project development for the first delivery stage, following a split of the initiative into two distinct projects, each with its own final business case to be prepared.

The New South Wales Department of Education is Australia’s biggest organisation and one of the largest education authorities in the world, with an annual budget of more than US$12.6 billion.
What We Did
HKA prepared a strategic business case for a program of new and upgraded primary schools across Sydney’s north-west. As existing processes were designed for single school projects, HKA had to develop a new approach to multi-criteria analysis, options assessment, economics, risks and governance.

Predicted drought conditions in New South Wales resulted in the forecasted depletion of the southern dams, which supply the Illawarra and Macarthur water distribution systems faster and lower than the Warragamba Dam that supplies much of Sydney via the Prospect water filtration plant. A link was proposed for the Prospect South and Macarthur water systems to rebalance the draw-down of the dams and ultimately manage the drought-related supply risk.
What We Did
HKA was engaged to facilitate the development of a delivery strategy for the Prospect South to Macarthur Distribution System Link (ProMac) project.

The NSW Government has a vision for vibrant and growing regional economies, providing NSW residents with more jobs, greater opportunities and better quality of life. Fast Rail is the infrastructure investment that could underpin and catalyse this growth, and in December 2018, the Premier announced the Government’s commitment to prepare a Fast Rail Network Strategy.
What We Did
HKA was engaged by Transport for NSW to develop the industry engagement strategy for the proposed Fast Rail Program, develop and facilitate round-table discussions with key industry participants and undertake a lesson learned process with the aim of instituting a continuous learning mindset across the program.

TfNSW conceived the Transport Access Program (TAP) to build on the old RailCorp-operated Easy Access Program, which provided accessibility upgrades at stations and wharves across the Rail and Ferry Networks. The upgrades would ensure that TfNSW fulfils its legislative obligations to meet the requirements under the Disability Standards for Accessible Public Transport (DSAPT) 2002 and the Disability (Access to Premises – Buildings) Standard under the Building Code of Australia 2016 (BCA).
What We Did
HKA was appointed to develop the Business Cases for Tranches 1 and 3 of TAP (with a combined value of $1.7bn). HKA was appointed to update and refine the Business Case for TAP2 following INSW’s Assurance Review.

The redevelopment of the community health centre at 365 Hoddle Street in Collingwood into an integrated community health and social housing hub represents a ‘first of its kind’ project. It demonstrates the potential of similar path-breaking approaches in delivering critical community infrastructure across Victoria and Australia. In 2020, the Victorian Health Building Authority secured funding for the planning and development of a business case and began service and capital planning with cohealth and Unison.
What We Did
HKA was engaged to provide project management services and deliver a full business case with economist partner Urbis.

City of Gold Coast – Infrastructure Delivery Program (IDP) Commercial Support
The City of Gold Coast is the second largest local government in Australia, based on its estimated resident population. The Council’s responsibilities include planning and regulating the growth and development of services and infrastructure for the community, making and enforcing laws, and managing councillors and divisions.
What We Did
The IDP is a $950m program of work to deliver multiple Sewage Treatment Plant upgrades over ten years through a collaborative framework agreement. The Council appointed HKA to support evaluation and tender recommendation activities (commercial modelling, assessment of non-price and price documentation, tenderer negotiations) for the IDP and review the Framework Agreement to ensure risks were appropriately addressed and value-for-money outcomes were likely to be achieved.
Key achievements include securing favourable terms for the client by maintaining competitive tension, minimising contractual risk, and mitigating potential escalation throughout the program.

The warehousing and distribution facility was designed as a 2.4 million square feet landmark logistics facility located strategically on Tsing Yi Island with connections to the port, airport, and highways running to the borders of mainland China. The project represents one of Hong Kong’s largest, well-connected, modern, and most versatile warehousing facilities.
What We Did
HKA, in conjunction with other consultants, provided high-quality pre-contract advisory and drafting services in connection with the main contract tendering documents, examination of tenders received, and writing up the formal contract for execution by the parties.

Hong Kong Airport – Framework agreement
The HK$141.5 billion (US$18bn) mega-project expanded Hong Kong International Airport from the current two-runway system into a Three-runway system (3RS). The project includes reclamation of 650 hectares of land, construction of a third 3.8km runway, a new passenger concourse, expansion of the existing Terminal 2, provisional of a new 2.6km automated people mover, a new, high-speed baggage handling system along with the construction of other associated airport support infrastructure and utilities.
What We Did
HKA entered into a five-year framework agreement with the Hong Kong Airport Authority to support the delivery of a new three-runway system that strengthened Hong Kong’s competitiveness as an international aviation hub. HKA led a consortium delivering best-in-class planning, programming, risk and building information modelling (BIM) expertise drawn from its own global pool of advisers and its specialist delivery partners: Equib (risk management), Logikal (project performance management), Waldeck (digital twin solutions), and BIMS Group (BIM technology).

Offshore Windfarm – Contract Management
This Offshore Windfarm project is a 588MW scheme in the United Kingdom. The contract value was more than US$1.3 billion. The development site covers an area of 130km2 and consists of 84 no. 7MW WTG and 2 no. offshore HVAC Offshore Transformer Modules. The water depths range from 38m to 60m.
What We Did
HKA provided a team of contract consultants to handle all commercial and contractual aspects of the project, including procurement of the subcontract packages, claims preparation, and contract management for both the employer and subcontractors. The role required the consultants to be based in the client’s office and at the subcontractors’ fabrication facilities around Europe.

The Department of Infrastructure and Transport (DIT) developed the North-South Corridor (NSC), a 78 km free-flowing motorway that is one of Adelaide’s most important transport corridors. DIT sought to establish a Program Delivery Office to support the development and ongoing management of the North-South Corridor Program.
What We Did
HKA was engaged to focus on the pre-delivery phase and early enabling works to support the program definition and business case approval over an 18-month period.

Sunwater is a water service provider whose purpose is to make the most of the available water supply for agriculture, urban, and industrial customers. They have 19 dams and 1951 kilometres of pipeline to store, capture and deliver around 40 per cent of the water used commercially in Queensland to more than 5000 customers.

HKA was engaged by Sunwater to help the Sunwater team deliver the current and future programs of work and to support Sunwater in improving value for money and efficiencies and delivering the best for business and optimal whole-of-life outcomes.

Sydney Water – Partnering for Success (P4S)
Sydney Water identified the need to undertake an enterprise-wide review of its supply chain with a view of aligning with industry to form better long-term partnerships. As a result, Sydney Water implemented the P4S initiative, which would identify the optimum means by which it could drive better outcomes for customers and optimise value throughout the supply chain.
What We Did
HKA provided a multi-disciplined team to design and implement the P4S model. HKA led the procurement activities to engage three Regional Delivery Consortia to deliver design, construction and maintenance services. HKA drafted all tender and evaluation documentation and worked with Sydney Water probity advisors to manage risk. Additionally, HKA worked with Sydney to manage the business transformation required to support the new P4S model.

Water Corporation Western Australia (WaterCorp) – Project 13 review
Water Corporation WA (WaterCorp) provides water and wastewater services to Western Australia and is considered one of the more mature water utilities in Australia.
What We Did
HKA undertook a strategic review of how WaterCorp currently plans and delivers its capital program. This review assessed the business’s current processes against global infrastructure delivery best practice, ‘Project 13’ principles and the 6 Pillars of Procurement model. The review identified several recommendations that would see the business move into closer alignment with industry best practice.
Subsequently, WaterCorp engaged HKA to undertake Phase 2 of this work – to develop an implementation roadmap and a model for benefits realisation once changes were implemented.

HKA’s role included full project management services through all project phases.

The Integration and Delivery team, alongside Sydney Metro, performs the primary role of project integrator and is responsible for project integration across the planning, construction, testing, and commissioning phases.

HKA provided Project Management, Construction Management, Contract Management, Design Management, Site Surveillance, Commercial Management, WHS Management, Property Advisory, Risk Management, Schedule Management and Cost Control services to the ESC program on projects ranging in scale from <$1m to $160m.

Transport for NSW initiated the $600m Newcastle Urban Transformation & Transport Program to establish and test the case for and, if appropriate, manage the truncation of heavy rail services at Wickham. This included the delivery of a new interchange, provision of a new contemporary light rail system from Wickham to the beach, double the rate of development through government-facilitated development, delivery of a public domain centred along the disused rail corridor and linking the city to its waterfront and facilitate accelerated delivery of public domain works by the City of Newcastle.
What We Did
HKA led the successful development of the Preliminary and Final Business Cases, which included coordinating the Assurance Review(s) and managing Cabinet and Treasury approvals. In addition, the HKA team designed, established and operated the PMO and provided project controls, reporting, coordination and general support to the Project Director as required.

HKA helped Hume win the tender to take over the management of the social housing portfolio for the Hunter New England region (Maitland, Raymond Terrace, and Port Stephens), the largest of all nine regional packages. This comprised 2,200 properties with close to 5,000 people in residence, which means that Hume doubled in size and their customer base reached close to 10,000 customers in a 12 month period.

What We Did
HKA was engaged to review and update DIT’s Project Management Framework (PPMF) to support consistent and effective program and project management across DIT’s transport-related portfolio.
In line with good practice, DIT engaged HKA to undertake a post-implementation review of the PPMF to understand how well the PPMF and its principles were being applied, whether the anticipated benefits were being realised, and to identify opportunities for further improvement. The review took place approximately nine months after implementation.

The Massachusetts Port Authority (MPA) needed assistance in developing a Project Delivery Guide (PDG) to consolidate, standardize, and provide guidance on the project delivery policies, procedures, and standards used to initiate and execute capital construction projects.
What We Did
The MPA engaged HKA to develop the PDG. Key objectives in developing the guide included ensuring:
- Guidance was scalable to the full range of project types and sizes undertaken by MPA’s Capital Programs Group.
- Processes and guidance were tailored as necessary to the different project delivery methods available to MPA (design-bid-build, construction manager-at-risk, design-build, and term contracts)
- Recently implemented design and construction management tools, including lean principles for design and construction and building information modeling, were seamlessly incorporated into the processes.
- Commissioning activities were incorporated throughout the project’s lifecycle, starting with the design phase and continuing through construction and acceptance.

The New Zealand Transport Agency’s primary function is to promote an affordable, integrated, safe, responsive and sustainable land transport system.
What We Did
The Ministry of Transport engaged HKA to support a monitoring and assessment review of the New Zealand Transport Agency procurement function. The HKA review was a rapid high-level assessment of the procurement section, including their capability and capacity to deliver and perform in a changing landscape with new project types and a shifting supplier market.

The North East Link was the missing link in Melbourne’s freeway network. The project comprises 6.5km of tunnels connecting the M80 with an upgraded Eastern Freeway and changes the way people move around Melbourne.
What We Did
HKA, with another consultant, was engaged to undertake a cost and deliverability review of the proposed North East Link project. The reference project deliverability assessment was led by HKA, who informed DTF’s overall analysis and gave advice to the Treasurer and Cabinet regarding key investment and procurement decisions for the project.

The Faster Alternative Delivery or FAD Program was established to select and deliver projects as quickly and efficiently as possible to help stimulate the NSW economy post-COVID-19. By accelerating additional works, TFNSW will help to protect existing jobs and create additional jobs throughout the local supply chain and economy, as well as deliver projects that help to alleviate the impact of congestion on Metropolitan Sydney and to support the implementation of the government’s wider transport strategy.
What We Did
HKA was engaged to act as a strategic advisor to TfNSW throughout program’s inception. This included the development of the FAD program objectives, establishing program governance, and providing commercial advice on acceleration opportunities within the existing TfNSW processes.

University of NSW – Sustainability strategy
The University of NSW (UNSW) developed a 2025 Strategy that guides the actions and decision-making to create accessible and environmentally sustainable campuses that are in line with the UN Sustainable Development Goals. To support the strategy, UNSW also developed a 20-year Masterplan and Environmental Sustainability Plan (ESP) 2019-21, which outlines the path to best practice in environmental sustainability supported by a holistic vision for outstanding campuses.
What We Did
HKA was engaged to create and deliver the Capital Works Sustainability Framework, which was intended to provide alignment between the UNSW and Estate Management vision and mission statements, the 2025 Strategy and the ESP 2019-21. The Framework provides guidance on an approach for project teams to take in the design and delivery of fit-outs, refurbishments, new buildings and infrastructure in a way that is specific to UNSW and is an expression of the unique character and history of its campuses.
