Brief

HKA was engaged as an advisor and subject matter expert to support the water and waste water management business in the development and delivery of new, holistic service strategies that will create more efficient and robust ways of working that will create a more dynamic business and deliver tangible benefits to customers.

What we did

HKA worked collaboratively with the water and waste water management services provider to develop a series of holistic service strategies to deliver:

• A smaller number of larger contracts for a broader range of services
• Contracts based on performance rather than detailed specifications, where appropriate
• Reduced administration and enhancement of internal staff’s contract management skills

To further develop and then implement these strategies, HKA provided advisory services that included:

• Reviewing and providing feedback on holistic service strategies for water and waste activities
• Assisting with stakeholder engagement through all stages of strategy development and delivery
• Providing ongoing strategic advice on transactions, such as supporting market sounding and engagement, and drafting tender documentation (including technical, legal and commercial, expressions of interest, and requests for tenders)
• Facilitating interactive dialogue and assisting in tender evaluation and contract negotiations and management

Outcomes

Bundling defined works over an extended period resulted in highly competitive pricing. Combined with the reduction in internal procurement and administration costs for individual engagements, this should provide significant cost and time benefits to the water and waste water management services provider and savings for ratepayers.
