Plotting a new approach to transport provision

This national transport agency is dedicated to providing an integrated land transport system that is efficient and sustainable and unlocks social and economic opportunities for customers, businesses and communities.

Brief

The transport agency engaged HKA to review its commercial operating model, with a particular focus on procurement.

What we did

As well as developing options for a new delivery model, our review included a capability and capacity assessment to formulate recommendations for changes to support its successful implementation. We benchmarked our work against global industry best practice.

These two major components of the HKA team’s work involved:

  • Rapid development of delivery model options, including testing and assessing the options, followed by refining and developing the preferred model based on a multi-criteria assessment, stakeholder reviews and workshops, and a risk assessment. Following the development of options, we undertook a change impact assessment to identify the resource and organisational change required to ensure effective implementation and achieve the review’s objectives as measured against the balanced scorecard developed for the initiative.
  • In parallel, we assessed the organisation’s capability and capacity across the whole lifecycle to identify challenges and opportunities. This analysis leveraged a combination of Infrastructure UK’s Project Initiation Routemap and key guiding principles from Project 13 through a series of stakeholder interviews. In this way, we objectively and consistently assessed the current delivery environment to inform the development of the new procurement approaches.

Outcomes

HKA consolidated the findings from the rapid change impact assessment, stakeholder interviews and options development to develop a preferred commercial operating model and associated delivery strategy in collaboration with the transport agency.

Fundamental components of the model included the work allocation approach, contracting approach, performance and incentivisation, pricing, and supply chain procurement.
