Jennifer Flickinger, Partner

Jennifer has more than 25 years of experience supporting public, private, and non-profit government contractors. She has provided consulting, accounting, auditing, and investigative services across the aerospace and defense, transportation/logistics, healthcare and life sciences, international development, professional services, technology, construction, and manufacturing industries.

Jen has advised clients on challenging operational and compliance matters unique to federal government contractors. She has assisted clients in achieving compliant contractor business functions relative to FAR, CAS, and other regulatory requirements; designing competitive indirect rate structures; and implementing compliant accounting systems. Jen also has expertise in the complexities of CAS, FAR Part 31, and 2 CFR 200. She has prepared cost proposals and related narratives, change orders, ROM proposals, REAs, and TSPs. Jen has also supported clients throughout the M&A process.

In addition to ensuring compliance with the Service Contract Act and the Davis Bacon Act, Jen has a strong record of negotiations with the U.S. Departments of Defense, State, and Labor and the DCAA. She has been designated as an expert witness on several occasions but, due to successful negotiations, has only testified once before the ASBCA.
