Haroon has provided expert testimony in the Kingdom of Saudi Arabia twice. He has delivered expert testimony in international arbitration and litigation for disputes of more than $300 million.

Haroon specialises in quantifying construction cost claims. He advises clients at every stage of the dispute process, from early case assessment through to expert evidence and is often called upon for his strategic input in major, cross-border disputes. Haroon leads HKA’s construction claims and expert services across Europe, the Middle East, and Africa, overseeing a team of more than 200 experts.

Background

Haroon has experience across multiple industries, including infrastructure, energy, oil and gas, utilities, and commercial real estate. He has a good knowledge of the JCT, NEC, FIDIC, MPW contracts in Kuwait, Saudi Public Works Contract and the Saudi Aramco standard form contracts, as well as various ad hoc contracts.

Haroon is dual-qualified in law and quantity surveying and is a member of the Honourable Society of the Middle Temple. He serves as Chair of the RICS World Regional Board for the Middle East and Africa, where he contributes to the advancement of professional standards and thought leadership in the construction and disputes sector. He was recognised among the Top 100 Most Influential Construction Leaders in the Middle East by Construction Week. Haroon is fluent in both English and Urdu.
