Jeff Poole is a Chartered Engineer with forty years of experience in civil and structural engineering. He has been appointed as a technical expert on eight occasions.
Jeff has been cross-examined as a factual witness in the Technology and Construction Court (TCC) in London and in mediation and pre-action protocol proceedings. He has acted as an expert for disputed values of up to $500 million for issues arising on projects ranging from sea defences and roads to residential developments and industrial warehouses.
Jeff has 38 years of experience in design consultancy, including six years in site-based contracting, ensuring build quality to time and budget. He has led large teams of engineers, both technically and commercially, on the design of complex multi-discipline civil, structural, and heavy civil engineering projects. These included refurbishment in both the public and commercial sectors ranging from residential, healthcare, education, defence and justice to industrial, rail, roads and aviation projects.
Jeff’s specific technical design skills include major heavy civil engineering, major building structures, complex foundations and underground structures, marine and water retaining structures, jacked and sliding structures, bridges and cut and cover or bored tunnels, and major temporary works. He is conversant with all stages of projects from feasibility study through to final design and implementation and construction supervision. He is familiar with common procurement routes including design and build, early contractor involvement (ECI), private finance initiative (PFI), design build finance operate (DBFO), traditional, frameworks and partnering using many forms of contract.
Jeff is a member of the Institution of Civil Engineers and has completed Bond Solon training regarding witness familiarisation and excellence in written evidence. He was responsible for the design management of the largest building project in the world, in Cairo in the late 1990s and served as design director for the contractor design elements on the Stratford Box (CTRL contract 230), now High Speed 1 (HS1).
