Jeff  is a forensic accounting and quantum expert with over 21 years of consulting experience.   Jeff is responsible for directing engagements in the field of business and litigation consulting, primarily for government and construction contractors. These engagements focus on cost and damage analyses, investigations, project management, and dispute and compliance related issues dealing with the Federal Acquisition Regulations (FAR). Jeff’s experience includes the analysis of damages and costs incurred on over 300 different government contracts, technology, construction, transportation, manufacturing, investigations, and lost profit engagements. He has assisted clients by presenting findings and conclusions in negotiations, alternative dispute resolution proceedings, deposition and trial.

Jeff has assisted government contractors with the preparation of Requests for Equitable Adjustment (REAs) and proposed change orders, contract claims, and consulting on forensic accounting and funds tracing matters involving allegations of defective pricing, false claims, mischarges, improper labor charging and improper billings.

Jeff also supports government contractors with regulatory consulting on compliance issues arising from the Cost Principles found in FAR Part 31 and the Cost Accounting Standards (CAS). He has helped clients with the preparation and audit of termination proposals, the preparation and negotiation of incurred cost submissions (ICS), Defense Contract Audit Agency (DCAA) Audit rebuttal assistance, and with bid protests. This experience has provided him with substantial knowledge of the financial, accounting, and program management records and systems maintained by companies who work with the Federal Government.

Jeff assists clients with compliance issues as they have transitioned into working for the U.S. government and various state agencies. These issues include the preparation of CAS disclosure statements, preparation of policies and procedures, review of unallowable and allowable costs, and preparations of cost pools for indirect costs. He has evaluated existing policies and procedures to ensure compliance with applicable government regulations and assessed whether policies follow industry best practices. Jeff has also developed training programs, consisting of modules, training materials, supplementary checklists and templates, to train company employees on updated government contracting policies and procedures.

Jeff has experience working on matters in North America, South America, Europe, the Middle East, Asia and Australia for various clients including corporations and partnerships, in-house and outside counsel, and plaintiffs and defendants. He has consulted with government contractors, construction contractors, owners, developers, wholesalers, financial institutions, foreign companies, foreign agencies and various United States Government Agencies.

Jeff holds a B.S. in Finance and Management and is a Certified Fraud Examiner (CFE). He is an associate member of the of the American Bar Association’s (ABA) Public Contract Law Section (PCLS) and vice chair of the section’s Accounting, Cost & Pricing Committee and the Bid Protest Committee. Jeff is an active member of various other PCLS committees, is an associate member of the ABA Litigation Section, a member of the Association of Certified Fraud Examiners (ACFE), a member of the Association of General Contractors (AGC), and a member of the Washington Building Congress (WBC).
