HKA expands its Economics Practice with two senior appointments in EMEA

HKA, a leading global consultancy in risk mitigation, dispute resolution, expert witness and litigation support services, expands its Economics consulting practice with two senior appointments in the EMEA region. Jonathan Gillham as Partner and Christopher Decker as Principal, both join the Economics team based in London which sits within HKA’s wider Forensic Accounting and Commercial Damages service offering.  

Jonathan Gillham is renowned for being an expert communicator of complex analysis to non-technical audiences and has a reputation for being a highly skilled economic forecaster and analyst with a specialism in finding technical solutions to complex economic problems. 

Jonathan said “I am delighted to be joining HKA’s outstanding expert group and relishing the opportunity to apply my expertise in quantitative economics, big infrastructure and macroeconomics. Economics is becoming an increasingly complex subject. It’s important to stay up to date and be able to understand the most cutting-edge techniques that can make a real difference to our clients. It is essential to be able to articulate economic analysis in a clear and precise manner. Bringing the best experts, providing the right solutions and building a deep understanding and rapport with our clients is at the heart of what we do.”

Prior to HKA, Jonathan held the position of Chief Economist at PA Consulting where he led projects focusing on appraising the impacts of infrastructure investments, conducting deal due diligence, examining consumer behaviour and the impacts that government policy had on different markets. 

His background also includes positions with both PwC, where he worked for 10 years, eventually becoming Chief Economist at HM Treasury, where he supported the Governments’ analysis of policy measures and their interaction with the wider economy. 

Christopher Decker is an internationally recognised expert in economic regulation and competition economics. He has advised international organisations including the World Bank, OECD, APEC, European Commission, European Parliament, European Central Bank, government departments, regulators, and a number of leading private companies the world over. 

Christopher has provided competition and regulatory economics advice to major international law firms, economic consultancies and private firms. Furthermore, he has provided expert economic testimony before UK and European Courts (ECJ, Supreme Court, Scottish Court of Session, Irish High Court), international arbitration tribunals (ICSID and ICC), competition appeal bodies (CAT) and competition authorities in Europe, Australia, Chile, Hong Kong, New Zealand, UK and the USA.

Prior to joining HKA, Christopher was the Founder and Director of Regulatory Economics Limited, a specialist economics advisory firm focused on matters relating to regulation and competition economics. He is a member of expert advisory panels, including the UK Government’s Better Regulation Expert Panel and numerous Academic Panels established by competition authorities and regulators.
