Lynne is a widely experienced construction professional with more than 30 years of industry experience. She has acted as an expert on five occasions for delay, quantum and technical matters.

Lynne has testified in both arbitration and mediation including giving concurrent evidence. She has conducted the technical contract entitlement and schedule delay analysis for multiple claims by owners and contractors. She also operates as a respected Project Neutral and has been published by the Construction Management Association of America and the Project Management College of Scheduling on the subject.

Lynne has served in a variety of management and technical roles for general contractors, consultants and public and private owners.  Her project experience ranges from commercial buildings to full scale land development.

Lynne is a planning and scheduling professional who directed project controls for an ENR Top 400 general contractor. On behalf of several owners, she has directed project planning, coordinated and managed a team of design professionals, and conducted entitlement negotiations with federal, state, and local agencies. Her public works background includes expertise specific to environmental permit compliance and mitigation requirements, with particular knowledge of wetlands, habitat restoration and watercourse entitlements.

Lynne serves the General Services Administration as a Construction Peer in the Design and Construction Excellence Program and formerly was a director on the board for a closely held Associated General Contractors (AGC) building construction firm.  She holds a certificate in mediation from the National Dispute Resolution Center and is a member of the California State Bar.
